About Corus International

Corus International is a global humanitarian and development organization active in Ukraine since 2022. Corus implements multisectoral programs supporting displaced and conflict-affected populations through emergency health services, agriculture and livelihood restoration, winterization, protection, and essential humanitarian aid.

Role Summary

The MEAL Manager provides technical leadership and strategic oversight for the design, implementation, and management of the Monitoring, Evaluation, Accountability, and Learning (MEAL) framework across all Corus programs in Ukraine. Reporting directly to the Program Director/Coordinator, the MEAL Manager leads MEAL budgeting, system design, data quality assurance, research, and donor evaluations. Additionally, this role plays a pivotal capacity-building function for local implementing partners to ensure high-quality, audit-compliant, and accountable project delivery. The MEAL Manager should work in compliance with Ukraine’s humanitarian coordination system, including UN-led clusters/sectors, OCHA requirements, and donor/pooled-fund MEAL and reporting standards

Key Responsibilities

1. Strategic Leadership & MEAL System Design

  • Design, implement, and update robust, program-wide MEAL frameworks, Performance Monitoring Plans (PMPs), and Logframes in alignment with Corus and donor standards.
  • Lead the development of baseline studies, midterm reviews, impact assessments, and final project evaluations.
  • Integrate standardized data collection methodologies (quantitative, qualitative, and mixed-method) and mainstream Protection, Gender, and Accountability to Affected Populations (AAP) across all monitoring mechanisms.
  • Establish and oversee accessible Community Feedback and Complaints Mechanisms (CFM), ensuring feedback, complaints, safeguarding concerns, and referrals are properly documented, analyzed, and addressed, and inform program adaptation.
  • Support proposal development by designing theories of change, logical frameworks, performance indicators, and MEAL budgets.

2. Technical Support & Partner Capacity Building

  • Conduct M&E capacity assessments for local implementing partners and design tailored technical assistance plans.
  • Deliver interactive training and refresher courses for partner staff on monitoring tools, data verification, and reporting compliance.
  • Guide and supervise the MEAL Officer, technical advisers, and consultant-led external evaluation teams.
  • Establish and oversee partner-level MEAL systems, including indicator tracking, data collection, verification, reporting, feedback mechanisms, and corrective action plans.
  • · Conduct partner monitoring visits, joint data reviews, and verification exercises, including remote monitoring where access is restricted.
  • Design and implement remote and third-party monitoring approaches when direct access to project locations is restricted by security, access, or operational constraints
  • Lead Post-Distribution Monitoring (PDM), beneficiary satisfaction surveys, service-user monitoring, and outcome monitoring across relevant sectors

3. Data Management, Quality Assurance & Visualization

  • Oversee and maintain centralized MEAL databases, ensuring rigorous Data Quality Assessments (DQAs) and verification across all project locations.
  • Direct the design and deployment of mobile data collection tools (e.g., KoboToolbox, CommCare) and data visualization dashboards (Power BI, Tableau) to track indicator targets in real time.
  • Experience with ActivityInfo and/or other humanitarian information-management systems is required.
  • Analyze aggregated quantitative and qualitative data to generate compelling evidence of program impact and operational progress.
  • Use appropriate triangulation methods to verify beneficiary reach, service delivery, distributions, and outcomes when physical verification is not feasible

4. Learning, Communication & Adaptive Management

  • Identify operational bottlenecks, critical lessons learned, and human-interest case studies to support organizational learning and storytelling.
  • Present actionable MEAL findings to senior management and project leads to drive evidence-based programmatic adjustments.
  • Produce high-quality donor MEAL reports, updates, and presentations for internal management and external consortium stakeholders.
  • Ensure MEAL activities meet organizational safeguarding, PSEA, child protection, and ethical data collection requirements, with safe referral and escalation procedures

Qualifications & Experience

Required Qualifications:

  • Education: University degree in Statistics, Social Sciences, Demographics, Public Policy, Economics, International Development, or a related field. (An advanced degree or specialized certificate in M&E/Statistics is preferred).
  • Experience: Minimum of three (3) years of professional experience managing MEAL systems within international humanitarian or development projects (preferably across health, livelihoods, food security, protection, or GBV sectors). Experience working with local/national NGOs and managing partner MEAL systems
  • Languages: Fluency in English and Ukrainian (both written and spoken) is required.

Technical Competencies:

  • Software & Tools: Advanced proficiency in mobile data collection tools (KoboToolbox, CommCare), statistical analysis software (SPSS, STATA, or advanced Excel), and data visualization platforms (Power BI, Tableau).
  • Methodologies: Proven expertise in survey design, sampling strategies, quantitative/qualitative analysis, and conducting Data Quality Assessments (DQAs). Prioritize humanitarian MEAL judgment, partner management, data quality, AAP, analytical skills, and understanding of the operational context.
  • Partner Governance: Demonstrated experience establishing monitoring frameworks for local implementing partners and facilitating joint reviews.

Soft Skills & Personal Attributes:

  • Strong analytical, diplomatic, and negotiation skills with the ability to present complex data clearly to non-technical stakeholders.
  • Proven leadership capacity to manage teams, facilitate workshops, and mentor national staff.
  • Excellent adaptability, resilience, and willingness to operate under tight deadlines in a rapidly changing operational environment.

Working Conditions & Physical Requirements

  • Location: Based in the Corus Kyiv office with regular travel to project locations in eastern and northern Ukraine (Kharkiv, Chernihiv, Sumy, Zaporizhzhia).
  • Security Compliance: Field trips occur in non-frontline regions but may operate near high-risk zones; strict compliance with Corus safety, travel authorization, and security protocols is mandatory.
  • Flexibility: Extended working hours or occasional weekend work may be required during emergency responses, proposal pushes, or major donor reporting cycles.
