About Arroyo Legacy 

Arroyo Legacy is a US defense logistics and contracting firm with operations in Kyiv. We support humanitarian, defense and federal clients with procurement, logistics and delivery of equipment and services in Ukraine. 

Role Summary 

The Supply Chain Sourcing & Cost Estimator turns client requirements into sourced, priced, and deliverable solutions. You will identify and vet suppliers in Ukraine, the EU and internationally, gather quotes, and build accurate, well-documented cost estimates that support proposals and purchasing decisions. This role is central to how quickly and competitively we respond to incoming requirements. 

Key Responsibilities 

• Review incoming client requirements and break them down into clear specifications and bills of materials 

• Identify, contact and vet suppliers and manufacturers (Ukraine, EU, US and Asia), including checks on reliability, lead times and export/import constraints 

• Request, collect and compare quotes; negotiate pricing, terms and delivery schedules 

• Build detailed cost estimates covering unit cost, shipping and freight, customs and duties, VAT, insurance, warehousing, in-country delivery and contingency 

• Prepare clear pricing summaries and supporting documentation for proposals and client submissions 

• Maintain a supplier database and pricing history to speed up future estimates 

• Track currency, market and lead-time changes that affect estimates, and flag risks early 

• Coordinate with logistics, finance and project management to ensure estimates are realistic and executable 

• Support purchasing once requirements are awarded, including PO preparation and supplier follow-up 

Required Qualifications 

• Registered FOP (or willing to register before starting) 

• 3+ years of experience in procurement, sourcing, supply chain or cost estimating 

• Proven ability to build structured, accurate cost estimates in Excel 

• Working knowledge of international shipping, Incoterms and Ukrainian customs procedures 

• Fluent Ukrainian and strong professional English (written and spoken) 

• Highly organized, detail-oriented and comfortable working to tight deadlines with multiple requests at once 

• Strong negotiation and supplier communication skills 

Preferred Qualifications 

• Experience with humanitarian, NGO, government or defense procurement 

• Familiarity with donor or US government procurement and documentation standards 

• Experience sourcing technical equipment, electronics, generators/power equipment, vehicles or winterization supplies 

• Existing supplier network in Ukraine and/or the EU 

• Higher education in supply chain, economics, engineering or a related field 

• Experience with cost estimation software is a plus.
